Let me start by quoting a paragraph from the book “Inside Cyber Warfare” by Jeffrey Carr, who has worked on the open source intelligence investigation project into Russian cyber-attacks on Georgia in August ’08. The book cites the speech by former First Deputy Chief of Staff to the President of RF and former GRU Intelligence officer Vladislav Surkov who held closed-door conference with number of Russian spin-doctors right after the war in Georgia and explained how to use information as a weapon to Fight Russia’s enemies. He instructed that Net wars have always been an internal peculiarity of the Internet while the war in Georgia showed that the Net is a front just like the traditional media, and a front that is much faster to respond and much larger in scale. In his words, August 2008 was the starting point of the virtual reality of conflicts and the moment of recognition of the need to wage war in the information field too.[i]

CYBER-WAR AGAINST GEORGIA: LESSONS LEARNT

In August of 2008 Russia waged war against Georgia and we faced two parallel campaigns during that war. Not only the tanks and aviation bombed Georgian cities and villages, but also Georgian web-sites and governmental servers were placed under the type of attack which very much resembles the one exercised by Mongols in history. This is the so called “swarming” principle, when a target is being attacked simultaneously from all possible directions by multiple aggressors who immediately disappear after the attack. Surely, this immediately reminds us terrorist tactics and this is certainly the case: technological progress and globalization of information sphere brought many positive, but also many difficult challenges which can be hardly mirrored in history but are well known today >>

Speech at PfPC Annual Conference

Education can serve many purposes, but defence education system stands out with its focus on security thinking and its capacity to deliver. Products of this system - defence and security leadership - are in charge of Armed Forces but also security policies and they make up one of the most important components of the society’s identity. Hence, the quality defence education matters for the Armed Forces readiness and the entire society’s behavior as such. In turn, these are connected with the role of the society in the international system, and its aptitude to take part in regional and international security. Accordingly, we may define the role of defence education as a guarantor of the quality of Armed Forces, and a shaper of the society’s identity and behavior of the nation.

Ladies and gentlemen, dear guests,

The past two decades have formed a truly new era that is different from anything in the past. It is different because the world has become global, and we have all begun to take stakes in each other’s benefits and challenges. Because old cuffs no longer work, today we have more freedom to choose new partners and to regard those who fight back from the past as outdated. The spirit of partnership and shared responsibility are, perhaps, the main characteristics of this new era.

We all know, however, that this is not the only trend. Challenges to partnership also abound and are shared by those who choose to partner. Terrorism, extremism, isolationist philosophy of former empires, nuclear proliferation and ecology make up a very incomplete list of our shared challenges >>>

დღეს და ხვალ...

ბატონო ანდრო, საპარლამენტო უმრავლესობასთან ანაკლიაში გამართულ შეხვედრაზე პრეზიდენტის მიერ კონსტიტუციის ახალ პროექტთან დაკავშირებით გაკეთებული განცხადებების შემდეგ, გაურკვეველი დარჩა ხელისუფლებაში დარჩენის რა გზას აირჩევს სააკაშვილი. თქვენი ვარაუდით, 2013 წლის შემდეგ, როგორი შეიძლება იყოს სააკაშვილის პოლიტიკური მომავალი?
პირველ რიგში უნდა ვთქვა, რომ კონსტიტუციის ახალი მოდელი მართლაც საინტერესოა. როგორც ბევრი ცდილობს, მე ვითარების გამარტივების მომხრე არა ვარ. არ ვიზიარებ მოსაზრებას, თითქოს სააკაშვილს ხელისუფლებაში დარჩენის გარდა, არაფერი აინტერესებს.
